The Shrewsbury & Hereford Railway was chartered by an Act of 3 August 1846 to build a railway line 50 miles and 58 chains long from near Hereford on the Newport, Abergavenny and Hereford Railway to the Joint Station at Shrewsbury. The first section from Shrewsbury to Ludlow opened in June 1862, withthe remainder of the line following in August. The Tenbury Railway, which ran from Woofferton Junction, just north of Woofferton station on the Shrewsbury & Hereford line, to Tenbury Wells (where it connected with the GWR line to Bewdley), was a 3 mile 4 chain line chartered by an Act of 21 July 1859, and which was operated from its opening on 1 August 1861 by the Shrewsbury & Hereford Company. For the first ten years of its existence, from 1852 to 1862, the Shrewsbury & Hereford Railway was itself operated by the contractor who had built it, Thomas Brassey. Brassey appointed George Findlay (1829-1893) as General Manager of the Shrewsbury & Hereford Railway. On the expiration of Brassey's lease, the Shrewsbury & Hereford Railway was leased jointly to the London & North Western and Great Western Railways under an Act of 29 July 1862. Findlay continued to manage the line until 1864, when he joined the staff of the London & North Western Railway, where he subsequently rose to be come the LNWR Chairman. The Shrewsbury & Hereford Railway was jointly acquired by the LNWR and GWR in 1871.
